Given that 3.0 is pretty old (~1.5 year) LLVM version you can do with
debian-provided version whatever you want. I doubt anyone cares here
now about that old version.

ARM (especially hardware FP) support is known to contain many problems
in that old version. The recent LLVM 3.2 release provides proper
hardware FP support out of the box.

cortex-a8 indeed by default implies full vfp and NEON. This seems to
be reasonable default for ARMv7.
