As I recall, when d/s/format was advertised as "soon-to-be-mandatory" it caused quite a riot among some people. Do we have any reason to believe that has changed since then? As much as I agree with 1.0 being confusing for newbies, I would rather like to avoid Lintian being in the center of a controversy. For reference, the tag was downgraded in [1].
