Actually, I think I was wrong. The problem is not with the use of
dpkg-statoverride as advised in README.Debian. It was due to the way I
was starting xbuffy. I was doing so at start-up for my WM (spectrwm). If
I start it from a terminal the LED does work with the dpkg-statoverride
method.
