debhelper adds a pre-depdency against dpkg >= 1.15.7.2 when dh_installdeb is 
used
to manage conffiles with dpkg-maintscript-helper. This was reasonable in the 
past,
however by now this dependency is trivially satisfied in all supported releases,
including soon-to-ḃe-oldstable Debian Squeeze which has 1.15.8.13.

Please consider dropping the pre-dependency for the next compat level bump.
