The problem does not occur for me with GNOME fallback (installed from the gnome-session-fallback package). Is policykit-1-gnome not intended for use with XFCE? Since it was installed automatically as a recommends of xfce4 (through gvfs), I assumed it was the one recommended for XFCE. Additionally, I noticed that polkit-gnome-authentication-agent-1 does reliably start on second and subsequent logins.
