Neither the 'python-numpy' nor 'python-numpy-doc' package contains a
file called 'numpy.i', required for writing NumPy compatible
C-code-based Python extensions/modules.

According to the documentation, this file is supposed to be included in
docs/numpy/numpy.i, but it clearly hasn't been flagged for inclusion in
the Deb packages.

I recently filed a bug in scipy to synchronize their numpy.i with
numpys, as they have diverged quite a lot:
