I am one of the developers of the CLAM framework trying to reproduce the bug in Ubuntu (gcc (Ubuntu/Linaro 4.7.2-2ubuntu1) 4.7.2) with no luck.
My guess is that some system headers (in Debian and Gentoo but not in Ubuntu) define TIME_UTC as preprocessor macro. If someone being able to reproduce the bug could confirm this point (by inserting #ifdef TIME_UTC #error) and locating the header we could move forward.
