I'm note sure if it is necessarily "the correct" global solution, but it seemed the most natural as nearly all other packages specify the full path in their menu file. I do tend to think this is a nice convention because even if all window managers knew to look in /usr/share/pixmaps/ by default, it adds transparency for an administrator trying to actually locate icon files.
