To determine whether systemd is currently running on a system, use [ -d
/sys/fs/cgroup/systemd ].

I know of no other packages which change systemd unit file information
according to debconf.

Please be aware that some additional plumbing is needed in Debian in
order to sync enable/disable service state across init systems. I’d
advise to not ship the file in the next upload, but to wait until the
pending dh changes are merged.
