No, bc was not necessary to build kernel 3.8 and earlier. Looks like
kernel-package ought to depend on bc in the future though.

Previously kernel/timeconst.h had been generated by a perl script, now
it's done with bc. See commit 70730bca1331fc50c3caacaea00439de1325bd6e.
