This is the same as your other bug report, and my reasoning there
really comes into its own when presented with this crazy cvs command
line.

Actually, mr doesn't understand, or trust any cvs command lines. If you
want to use cvs with mr, you should mark your mrconfig file as trusted.
Unless your mrconfig file is provided/modified by a third party, you
should do that anyway. mr's man page has a whole section explaining this
behavior, UNTRUSTED MRCONFIG FILES.
