Hi,
I've only seen this in the past (and today) for apache2 package:
| Packages that are upgraded:
| apache2-mpm-prefork apache2-utils apache2.2-bin apache2.2-common
| Packages with upgradable origin but kept back:
| apache2
U-A returns True and no problem for upgrades. But at least in the
message it says that this package was kept back:
| Unattended-upgrades log:

| package 'apache2' not upgraded
| Packages that are upgraded: apache2-mpm-prefork apache2-utils
| apache2.2-bin apache2.2-common
