So a system running without libsqlite3-0 with bind backend won't be able to do DNSSEC? Would it fail gracefully or fatally in that situation? If PowerDNS handles this issue clearly, the dependency could be relaxed to a Recommends, but I'm not going to do that if the bind backend dies in that situation without clearly saying that sqlite3 is needed.
