Second, since pm-is-supported is shipped by pm-utils, libvirt-bin should at least Recommends: pm-utils. Please note, however, that pm-utils ships more than utilities (e.g. suspend/resume quirks and so on), which means that IMHO it is not suited for a server installation as it is. Something like powermgmt-base would be better.
