it looks like a more generic bug in the conversion to PostScript and PDF, that
happens each time the "example" tag is used within a "footnote" tag.
Given that we intend to migrate the Policy to Docbook XML, I would like to
ignore this bug for the moment and hope it will be solved by the migration.
