Well. You have to be *much* more specific here. DHCP in WinXP clients, with and without libvirt, with dnsmasq or other DHCP servers, with virtio or other virtial NICs works for many, many users and installations. In particular, it surely works for me, not only for WinXP but for all other guests I have (numerous windows, linux, *bsd and some other more exotic ones). Please at least provide version number of the virtio drivers, and try with other kinds of virtual NICs. Tagging as unreprodicible for now, since that's what it really is - unreproducible.
