`man tftpd' says "Files may be written only if they already exist and are publicly writable." but tftpd 0.17-15 made enable create a new file. IMO, tftpd is a traditional app, so it's not necesary that tftpd create a new file. If you want to create a new file, install tftpd-hpa.
