Umm.. yes?  The meaning of the word OR is that if either sub clause is
true, then the whole thing is true.  If it said AND, then it would
mean that you both have it in the public dir, and you intend it to be
linked to by other packages, so simply your negative intent would
exempt this section's rules, but that is not what it says.
