I applied the patch to the Sid package and attempted an install in Wheezy. Unfortunately I get the same error. Perhaps there's a difference between the Ubuntu and Debian packages? The error follows :

/etc/init.d/isc-dhcp-server start
dhcpd self-test failed. Please fix /etc/dhcp/dhcpd.conf.
