The last question is easy to answer: Messages to the mailing list itself may have any length. Messages sent to the -request address are meant to contain "commands", and they are almost always very short. In this sense, a message "too big" sent to the -request address is most probably a mistake.

I think that would be the reason to have a size check for the -request address and not for the normal list address.
