Thanks for the helpful explanation and reassignment.  And also for
packaging 'dwww' of course.

If anybody's interested, I opted for #2 above; installing another
server: 'bozohttpd' -- it's interesting because its default install
doesn't even run it as a daemon, what happens is that 'inetd' calls it
as needed.

BTW, the reason for reducing the severity to 'wishlist' isn't obvious.
When a package field is inaccurate to a degree that impairs the
package's proper (or former) use, that doesn't sound like:

        wishlist
                for any feature request, and also for any bugs that are very
                difficult to fix due to major design considerations.

The feature in question (CGI) already seems to exist, so it's not a
feature request.  Probably not a difficult bug either...
