The desired functionality is that if no DHCP server is found, an IP address gets autoallocated. I've found that the -1 option to dhclient stops the FAIL (etc) events from being given to the exit scripts if the dhcp fails. This stops the zzz_avahiautoipd script from running. My patch for this was to replace dhclient with a script that ran dhclient with no '-1' option. This got more or less the desired functionality (I can supply scripts and logs) Could we have an option to suppress the '-1'?
