What make you think GDM_LANG has anything to do with wmaker or
gnome, kde ...

It is a variable internal to gdm (thus GDM_*) use by gdm to test
if LANG is set properly and if not fix it.

#grep GDM_LANG /etc/gdm/  -r
/etc/gdm/Xsession:if [ -n "$GDM_LANG" ]; then
/etc/gdm/Xsession:  LANG="$GDM_LANG"


I am prety confident your bug is that you choose a lang in gdm
and wmaker , xterm , etc does not use it ...

gdm has been mostly rewritten, i expect this bug is fixed.

If you still have the bug, can you provide some information (if
you are still interested in wmaker ... 2002 is pretty far :
- what session did you choose in gdm : wmaker, debian session
  with a custom .xsession or .xinitrc ?
- for which language did this fails ? X does not support the same
  amount of localisation as libc6 (locales packages).
- which version of gdm/X ?
