Because pnp sysfs expose pnp devices and not isa cards.

So you have the choice :
- add a simple modprobe.d file
- rewrite the pnp layer for isa cards that aren't used anymore : in drivers/pnp/interface a sysfs file should be added that will expose the card id and all the devices ids. I don't know if this difficult, but I am quite busy ATM.
