dh_autoreconf does a pretty good job of this kind of thing nowadays, and
is sufficiently configurable for the cases where 'autoreconf -fi'
doesn't just work.  Rather than moving it all into dh_auto_configure for
the sake of it, perhaps it would be best for dh_auto_configure's
documentation to have a cross-reference to dh_autoreconf?
