I've been advised that this would be a bad thing to do; the default is to avoid channel topics being used as a conduit for spam in /list. In addition, there are many other things that a channel with no ops will find problematic; common practice is to either register with services or cooperatively leave and rejoin the channel. As such, I'm marking this one wontfix.
