My /etc/network/interfaces configures eth0 like this:

iface eth0 inet static
        # ...

iface eth0 inet6 static
        address ...
        netmask 64

With static config, IPv6 autoconf should (per interfaces(5)) be disabled
by default. However, sometimes on reboot the interface acquires an
autoconf address in addition to the static address. Nevertheless,
/proc/sys/net/ipv6/conf/eth0/autoconf does contain 0; and the autoconf
address always goes away if I ifdown then ifup the interface.

This does not happen on every boot, but quite often - perhaps about
50/50. I guess maybe there is a race between turning autoconf off and
the interface coming up?
