GPL-3+ is the effective license of the binary package.

This is true, as long as I have to start from GPL-2+, rather than from
LGPL-2.1+.
The unclear part is why I have to start from GPL-2+ (see my reply to
Jonas for more details).

I hope we can come up a suitable clarification for that comment.
