That's true. Sometime in the past, there used to be tarball shipped in {thunderbird,icedove}-dev, which was, AFAIR, called build-system.tar.gz. However, it was removed before I took over enigmail maintainance. The problem for the older releases is that I would have to check for each individual tarball which revision of the bazaar repo from the Ubuntu people I used, in order for the documentation to be useful.
