qaa till qtz are "reserved for local use", so they shouldn't be probably
included here. Other codes that we might want to blacklist are:
- mul ("multiple languages"),
- mis ("uncoded languages"),
- und ("undetermined").
All these special codes have either type="S" or type="" in
iso_639_3.xml, so we don't need to hardcode their names.
