I don't understand why you ask not to create the utmp group (maybe you don't by now, then this bug should be closed). If the question was to avoid recreating the utmp group when upgrading from another distribution than debian , there are ways to test if hte group already exists, no need to ask the user. the patch already submitted use grep , but getent passwd would do fine too.
