There don't seem to be any bugs relating to that filed against the Debian packages as far as I can see? (I'd expect there to be if it is actually impossible.)

This bug seems to be fixed in Rabbitmq 2.8.5 and a bump to 3.0 would
probably provide a lot more fixes.

What has to be done for this unblock to be possible?

The size of the diff makes an unblock infeasible, as has already been indicated.

If there are particular issues that need fixing in wheezy then someone would need to look at preparing a testing-proposed-updates upload for those, and open a new bug to discuss that.
