I'm seeing this problem right now with the same mirror
(ftp.fi.debian.org). Indeed
tcpdump shows that APT actually tries IPv4, but the server just replies with
a single RST packet. So it's just the error message that's very misleading,
the actual operation of APT is correct. Maybe the error message could be
improved somehow since I also first thought that APT was trying to use IPv6
(which my ISP doesn't support).
