OK, as an alternative I just rebuilt php4 against libmysqlclient14 and that
works fine, so I'll probably just keep that.

Yah, I'm guessing that Horde reset the password on upgrade (it asks as a
debconf question for the password) so reassigning to horde2 is probably
reasonable.

Thanks for the help!  I might also suggest a note in README.Debian along the
lines of "if you've already set old_passwords and still get the error..."
