Thank you for the reply.
I'll close this bug but please open new bug or re-open this bug if you
find some difference between the problem system and your new VM.
I believe the following commands help you something.

# rcconf --list | grep ssh
# ls -la /etc/rc*.d/*ssh*
# cat /var/lib/rcconf/services
