Those files are not distributed in binary packages, but are used for
internal regression and functionality testing of PHP functions. I
wonder what purpose would have having sources for the dummy swf files
other than a holy quest for the purity.

Tagging as wontfix and not going to invest an energy into fixing this
bug. If forced I would just remove these tests... <sarcasm>which would
be very helpful for our users.</sarcasm>
