I have xfce4-power-manager (or so I believe that's the package that is
responsible for energy options settings) configured to suspend on low
battery.

However it doesn't do that. Manual suspend to RAM works fine. Closing
lid triggers a suspend to RAM just fine as well.

Also, when the battery runs low, power mangager doesn't warn me at all,
the system just shuts down completely once it doesn't have any power
left.

Is it configured to do so?

It's configured to suspend, as I wrote in the first paragraph above. I can't see an option for it warn me, but I assume since it being a sensible option, that it should warn me. Or am I missunderstanding your question?
