I think it is a good idea to support cloud.debian.org in reportbug. One can write a script to be placed in /usr/share/bug/cloud.debian.org, which can inspect the running image and its enviroment to prepare a more detailed template for the report. See /usr/share/doc/reportbug/README.developers.gz for more details. Once a volunteer has a proper patch, this bug can be reassigned to reportbug.
