The Developers' Reference (ver. 3.4.9) describes how urgency values translate to unstable->testing migration delays in section 5.13.1.
* Please describe when to use low, medium or high urgency. New Maintainer's guide just says 'always use low' [1]. I heard 'medium' should be used for fixes to RC bugs. I think it would be very good to include this in the Reference.
