I think that the battery plugin should have 2 states of the alarms and
configure two independent commands to launch.

example:

1) for low battery (aprox 10%)  -> xmessage "ey!  pal you have batery low"
2) for critical level (aprox 5%)  -> sudo pm-hibernate

both, commands and values must be editable by the user.
for the "cirtial level" must be provide some command for hibernate but must be
not use sudo.  (maybe using dbus, polkit or some other system method)
