For me, it looks reminescent of the SIL Open Font License, which states: The OFL allows the licensed fonts to be used, studied, modified and redistributed freely as long as they are not sold by themselves. If one considers that in the statement in 681654#52, "cannot charge for the data" means the same as "not sold by themselves" in the OFL, then it would be consistent to keep kstars-data-extra-tycho2 in Debian, as SIL-OFL-licensed works are allowed.
