They (particularly the Spanish one) are an important goal of the i18n team. Having sysvinit translated into Spanish will make this language reach the 100% mark in wheezy when it comes at debconf translations. As, from what I understand, the release team still accepts translation updates when they go along with another fix, I think it fits the unblock "policy".
