Package: x-session-manager 

While I am using my computer, the /dev/tty that the x-session-manager is on 
changes by itself. 
When I switch to a text console, ex CTR-ALT-F1 and back to the 
x-session-manager, the function key changes from F7 to F8 and sometimes to F9. 

I have seen this in other distributions such as open-SUSE, Fedora, and Ubuntu. 
I have also seen this on different PCs I've owned. 

Is there a way to fix this? 

I googled this for a while and did not find any solution.
