One remark, the cloud-init package looks really linked to Amazon EC2 setup, it does not set the init for other cloud environments (Rackspace? OpenNebula). Don't you think the package should be named ec2-cloud-init ? Or do we really expect this package to be multiple cloud provider compliant (would need to know in this case which provider we want to target at image generation)? Even compatible APIs to extract user data (ssh keys..., ) need to connect to a specific end point IP, which will differ between providers (and/or zone). To face this last problem, it means that configuration is needed to create the image (debian installer specific question for cloud?)
