Hi,

vsftpd installs a service file into /etc/systemd/system, yet this is
supposed to be reserved for local modifications.
Packages should install systemd units into /lib/systemd/system.
You can get this path via 
`pkg-config systemd --variable=systemdsystemunitdir`

When moving the file out of /etc, please remember cleaning up the old
conffile (e.g. via dh_installdebs maintscript support).
