I think people aren't really aware that it's allowable, and it seemed
discouraged until we finalized on +debXuY for stable updates that sort
before it.

I'd be concerned since policy kind of defines what is legal and
illegal.  If it only discused .N, then +nmuN would seem illegal.  So I
hope that the final language includes that flexibility.
