What is the output of
systemctl status NetworkManager.service ?

I'd recommend installing libpam-systemd, too :-)
It ensures that your devices have proper ACLs applied.
If systemd is active, ck-udev-acl is deactivated, see
/lib/udev/rules.d/70-udev-acl.rules
