I have been unable to recompile okular, but I have also not had
enough time to fix the build environment.

Meanwhile, I can confirm that the following approach works to
decrypt a PDF file (which is what I wanted in the first place):

  pdftops -upw password file.pdf && ps2pdf file.ps
