We're not at all opposed to a solution.  We're just opposed to people
who suggests "solutions" as abstract as this:  No info about which
packages you would put where, and no code.

Ah, good point.  Ever looked into a FTBS bug reassigned to TeXLive?
Package maintainers usually don't know which build-deps they need for
building their documentation with LaTeX, they just try out.  So every
change here might bring funny new work into the boring life of the
TeXLive maintainers...
