Maybe the Depends of tex-gyre on fonts-texgyre should be versioned.
The tex-gyre package still has empty /etc/fonts/conf.avail and
/usr/share/texmf/fonts/opentype/public/tex-gyre directories.

Debhelper compat level 5? And as a more general question, why are you
so opposed to static .install and .links files in the debian/ directory?
